I am willing to bet the helix hasn't been rotated "enough". Can you see a spring color? I have rebuilt these secondaries before and if you are lining things up correctly, you will "struggle" keeping the helix where it needs to be while you install the outer C clip. I also mark the detents and arrow with a black magic marker. If your installation is correct... your fish scale should pull at least 11 lbs on the number two hole. There is a reference point on "all" components, so I'd double check. You could wrap for more spring pretension, but I've never had to do that before. Tory
