Based upon everything that I have seen the pumps should be the same.
Did the pump come from a running sled?

No the 81 is a parts sled. Pump isnt as tall as the original. Should you be able to blow through either? The original was siphoning and filling crankcase. I disconnected the carb lines and didnt see any fuel flowing over time yet engine was flooding.

The pump on the 81 should be the same as the 78, if it's the shorter version then someone has swapped it out.
I would suggest rebuilding the tall pump. The rebuild kits are cheap and it isn't all that difficult to do.
