79 Invader disk brake problem??

Cant figure out why the disk brake is loose. I am not sure how it goes together, and what is wrong with it. This is causing my pads to wear out fast. Check out the video, and hopefully someone has some insight.

The disk should be able to slide on the jackshaft.  It is kept from rotating by a woodruff key.  the amount of play seen in the video is excessive and something needs to be replaced - either the jackshaft, the brake disk or both.

Also, check the disk for warping.
